Cooper was born in the Caribbean islands and made his way to the US where he was surrendered at age 8 months to CSRNE. He is a beautiful loving boy who could have been quickly adopted. But having befriended his elderly companion, Rupert, he waited patiently until they could go together to a forever home in CT.
