My husband and I are Adopt-A-Highway volunteers for a 12 mile stretch of the I-780 through Benicia and Vallejo. We found this little fledgling under the overpass where the feral pigeons roost. She didn't have all of her feathers yet and couldn't fly. We took her home and the next day to Wildcare in San Rafael, so she could be rehabilitated and returned to be a wild and free pigeon. She was so young she could only "squeak." She is in the forefront in this picture with another fledgling, who is getting help at Wildcare.
