Me and my wife were doing our regular Sunday morning activity of visiting PACC as we were looking for a small dog to love and care for. Pepper had just come to the shelter hours before. Pepper instantly had our hearts with her perky ears and underbite. Pepper’s favorite activity is to play keeps uppy with a balloon (under supervision of course).
